NHS London - Developing the 2012 Chief Executive Model and assessing against it


Background:  NHS London is the Strategic Health Authority for London and manages the performance of 31 primary care trusts, 24 acute trusts, 4 mental health trusts and the London Ambulance Service.

As part of the ‘Leading for Health’ programme, NHS London required a new model of leadership for Chief Executives in 2012.

CarterCorson were asked to design the leadership model and implement an assessment process against it from which successful applicants would be enrolled in a 5-year development programme for the role of Chief Executive in 2012.

Solution:  We carried out research within the NHS to determine what kind of leadership NHS London needed in 2012.  We worked with key NHS staff and thought leaders to uncover the necessary characteristics and attributes required for the role.  From this vast range of data, we designed the leadership capability model – including a unique set of interdependent behaviours

We then moved on to the assessment stage.  Over 90 senior NHS staff were initially involved and over a four-month period, CarterCorson conducted an extensive assessment process which included; ability testing, personality profiling, the completion of individual portfolios of evidence, workplace observation days, presentations and panel interviews.  Individual assessment reports were written and supplied to both applicants and their sponsoring CEOs for use in their future personal development plans.

The Outcome:  A significant proportion of the initial cohorts were successful and invited to join a high-level development programme to prepare them to be Chief Executives in 2012.
